Undersheriff Holder attends training conference

Saratoga Springs, NY - Chautauqua County Undersheriff Charles Holder, along with 36 undersheriffs from across New York State, recently attended a training conference at the Gideon Putnam Hotel in Saratoga Springs, NY. Sponsored and organized by the New York State Sheriffs' Association and the New York State Sheriffs' Association Institute, the program provides the undersheriffs with training in the latest advances in law enforcement and correctional practices.

Topics covered at the three-day program include: On-Officer Cameras by Sheriff James Voutour and Undersheriff Michael Filicetti of Niagara County; Naloxone Use by Sean Byrne, Executive Deputy Commissioner of OASAS and Steve Kipnis, M. D., Medical Director of OASAS; Inmate Telephone Technology by William Paquette of GTL; Tolerance in Law Enforcement by Rabbi Abe Friedman Community Liaison for New York State Homeland Security; Police Distracted Driving by Sgt. Daniel Dytchkowskyj of the Erie County Sheriff's Office; Ontario County Hostage Crisis by Ontario County Undersheriff Dave Tillman; Oneida County Action Report, Death of Deputy Kurt Wyman by Oneida County Undersheriff Robert Swenszkowski.

The undersheriff is appointed by the county sheriff and often functions as the chief administrative officer, reviewing all operations of the sheriff's office, including the road patrol and investigative divisions, the county jail, the civil law enforcement division, court security and the 911/communications and dispatch division.
