New mayor, trustee sworn into office

WESTFIELD - The Village of Westfield has a new mayor, a new deputy mayor, a new trustee and a new budget.

Before current Mayor Michael VandeVelde officially took office on Monday, April 1, the previous administration held a special meeting on Wednesday, March 27 to pass the general fund budget for June 1, 2103 through May 31, 2014. The budget, which was unanimously approved by former Mayor David Carr and Trustees Chris Jaynes, Dave Brooker, Rick Raynor and Robert Cochran, totals $2,262,119 with a tax rate of $10.2158 per $1,000 assessed value.

The general fund budget increased $12,413 from the current year's budget of $2,249,706, and the tax rate increased 1.7 percent over last year's rate of $10.0401, according to Village Treasurer Rebecca Betts-Patternosh. However, the board did not exceed its tax levy limit.

Ultimately, there was $48,000 worth of requested money that had to be cut from the 2013-14 general fund budget, according to Village Clerk Vince Luce. The electric, water and sewer budgets are still being worked on, and village employees said those budgets will be passed in May.

While the initial legal notice sent to this paper on Wednesday, March 20 said the public hearing for the budget would be held on April 1, a different legal notice that actually ran in this paper on Thursday, March 28 and a local daily paper on Friday, March 22 notified the public about the March 27 hearing and meeting. However, the editorial department was not notified of the change. In a phone interview Luce said the special meeting was scheduled and held as a courtesy to the new administration.

At the reorganizational meeting on April 1, VandeVelde and incoming Trustee Debra Puckhaber were sworn into office. VandeVelde also announced Cochran would replace Jaynes as Deputy Mayor.

Annual resolutions were passed designating Community Bank, Key Bank of Western New York, N.A., Chase Bank, JP Morgan Chase Bank and NYClass as village depositories, setting rules for advance approval of claims, setting the village mileage rate of $0.565 per mile and specifying which officers and employees may attend which schools and conferences without board approval.

The board also passed Resolution No. 8-2013, another resolution passed every year, which deals with The New York State Department of Transportation in connection with work that affects state highways.

The board passed the recommendation to award the contract for work on the water system pressure reducing vaults and storage tank improvements to Becc Electric for $151,200. The work will be on pressure regulator vaults on South Portage and Chestnut Streets and the water tank at the water plant and will install a system that will allow all four regulator vaults to communicate with each other to help the water tank fill and empty on a regular basis.

In other business, the board approved adding unpaid water and sewer charges to those residents' taxes that will come out in June, the Little League parade for Saturday, May 4 and the village's spring clean-up from Monday, May 6 through Friday, May 10.

The mayor and board members took a tour of the Westfield Fire Department before the meeting. Trustee Robert Cochran was absent from the meeting. The board recessed into executive session to discuss personnel.

The following annual appointments were made at the April 1 meeting: Village Administrator, Vincent Luce, one year, expires 2014; Village Clerk, Vincent Luce, two years, expires 2014; Village Treasurer-Financial Manager, Rebecca Betts-Paternosh, two years, expires 2015; Deputy Village Clerk, Rebecca Jackson, one year, expires 2014; Deputy Village Treasurer, Kyle Sunday, one year, expires 2014; Deputy Mayor Robert Cochran, one year, expires 2014; Village Attorneys, Stephen Zanghi, Joel Seachrist, Andrew Feldman and Peter Clark, one year, expires 2014; Acting Justice, Jerry LaPorte, one year, expires 2014; Emergency Coordinator Robert Genthner, one year, expires 2014; Fire Department Liaisons to the mayor and board, Steve Pacanowski, David Davies and Brad Damcott, all for two years, all expiring 2014; Public Works Department Liaison, DPW Advisory, one year, expires 2014; Electric Department Liaison, DPW Advisory, one year, expires 2014; Water and Sewer Department Liaison, DPW Advisory, one year, expires 2014; Recreation Department Board Liaison, Robert Cochran, one year, expires 2014; Board of Ethics, two be filled as needed.

The following appointments were also made: Holiday Decorating Beautification Committee, Marilyn Hemmer, chair, one year term, expires 2014; Department of Public Works Advisory Board, all five years, Chair John Rawlinson expires 2015, Jerry LaPorte expires 2015, Tim Abbey expires 2018; Bill Culligan expires 2018, Todd Swanson expires 2018; Zoning Board of Appeals Chair, Stephen Zanghi, two years, expires 2014; Zoning Board of Appeals, John Hanmann, Daniel Vendel, Richard A. Koerner, Jr., and William F. Christ, all five years, all expire in 2018; Planning Board, all five years, Diana Holt expires 2015, Don McCord expires 2016, Darlene Golibersuch expires 2016, Rick Mathews expires 2017, John Paul Wolfe expires 2017; Planning Board alternate, John Rawlinson, one year, expires 2017; Youth Recreation Commission, all three years, Tim Sanderson expires 2015, Roxanne Baideme expires 2016, Jody Trippy expires 2015 and Greg Leone expires 2016; Registrar of Vital Statistics, Town Clerk Tim Smith, four years, expires 2017; Historian, Marybelle Beigh, one year, expires 2014.

The appointments of Police Department, Fire Department Westfield Development Corporation and Cable TV Liaisons were left unfilled.

The official meeting designations, unless otherwise designated say the Village Board of Trustees will meet on the third Monday of each month at 7 p.m. in the North Room of Eason Hall, except holidays when the board will meet the next day on Tuesday, and the Department of Public Works Advisory Board will meet on the second Thursday of each month or as needed at 7 p.m. in Eason Hall.

The official newspapers were designated as The Westfield Republican and The Dunkirk Evening Observer.
