Death of tortured NYC boy, 4, prompts reforms

NEW YORK (AP) — A review of the death of a 4-year-old New York City boy who was tortured has found the city's child welfare agency missed possible signs he was at risk.

Mayor Bill de Blasio (dih BLAH'-zee-oh) announced the findings on Friday at City Hall.

The review looked at interactions between the family of Myls Dobson and the Administration for Children's Services since it received an allegation of abuse in January 2011 and last August when it closed the case.

The review found ACS officials missed that Myls' father was in jail for six months during that period, even though they visited the home nine times. His girlfriend told officials the father was at work.

De Blasio said he's directing ACS to improve its communication with family courts and law enforcement agencies.
